Executive Director Malavika Jayaram was a participant and speaker at the 3-day 2016 Asia Pacific Regional Internet Governance Forum(APrIGF) in Taipei, Taiwan, from July 27-29. The theme of the forum was ‘A New Internet Era – Merging Physical Space with Cyberspace’. Malavika was a speaker at the workshop on ‘Internet Architecture & Human Rights‘ and ‘Responsible Tech: Digital Rights and Private Sector Internet Intermediaries‘
The ‘Internet Architecture & Human Rights‘ workshop revolved around the following questions:
• What is the role of the different communities within the multi-stakeholder model governing Internet Architecture for the protection of human rights, and personal data protection and free speech in particular?
• Who in the community is to ensure accountability for personal data protection within Internet Governance circles, such as ICANN and IETF?
• What is needed to improve accountability for human rights protection within the Internet Architecture?
• What are the privacy challenges in designing a global policy framework for the WHOIS (system that asks the question: who is responsible for a domain name or an IP address)?
What is the current status of the discussion on the WHOIS and how is it possible to participate in the policy-making processes of WHOIS?
The Responsible Tech: Digital Rights and Private Sector Internet Intermediaries‘ workshop focussed on what are legal or policy or cultural challenges private sector Internet intermediaries face especially in the Asia-Pacific region, what practices have the intermediaries adopted to protect their users’ digital rights, and how the intermediaries are dealing with increasing state pressure and government requests in the region. The workshop also marked the official launch of a new draft template notice under the Manila Principles on Intermediary Liability, designed as a tool for intermediaries to use to contact their users when their content is challenged or restricted.

Asia Pacific Regional Internet Governance Forum (APrIGF) is one of the key regional initiatives on Internet governance. By adopting the multi-stakeholder approach as its core principle, APrIGF serves as a platform for discussion, exchange and collaboration at a regional level, and also where possible to aggregate national IGF discussions, ultimately advance the Internet governance development in the Asia Pacific region.
The APrIGF community has grown significantly since its initiation in 2010. We are now bringing together over 300 multi-stakeholders from over 20 countries across the region each year to participate in advancing the Internet governance development. The annual conference program consists of three sessions: the “the pre-event” meeting, the “core conference,” and the “Youth IGF Camp.”.
Internet Governance Forum (IGF) is a multistakeholder, democratic and transparent forum which facilitates discussions on public policy issues related to key elements of Internet governance. IGF provides enabling platform for discussions among all stakeholders in the Internet governance ecosystem, including all entities accredited by the World Summit on the Information Society (WSIS), as well as other institutions and individuals with proven expertise and experience in all matters related to Internet governance.
